Staff said 2027 SWP charges appear up ~7% but include an ~$866,000 error DWR plans to rebill; without it, charges should be about flat. At 45% allocation, staff estimated ~$249/AF, though that figure will change with the corrected bill. SWP allocation remains 45%. The State Water Board released a draft San Joaquin Delta plan; comments are due Sept. 18 and a hearing is set for Oct. 28-29.
The SWP allocation was increased from 30% to 45%, which staff attributed to storm impacts being less limiting on exports and the Army Corps allowing Oroville storage above the flood curve. Kings River Conservation District presented an aquatic pesticide application plan for ~267 acres across Pools 1–2 and the Crescent Bypass, seeking cost-sharing from pool users for permit and application costs. The coordinated Kings River run began May 15; approximately 20,332 acre-feet have been delivered.
Water supply is constrained: Kings River entitlement is 27,237 AF with no more expected; SWP allocation holds at 30%. Yuba supplemental water is uncertain at 0–5,000 AF total, priced about $225/AF (update expected Thursday). Snowpack is low (North 8%, Central 26%, South 34%), and no significant rain is forecast.
