1. State Water Project Charges for 2027 Are Roughly Flat After an Error Correction Staff presented the estimated Statement of Charges for 2027. At first glance, charges appeared to rise about 7% (~$900,000), but an error of approximately $866,000 was identified in the "other variable charges" line. The Department of Water Resources has acknowledged the mistake and will issue a revised bill. Once corrected, overall SWP charges for 2027 should be essentially flat compared to 2026. At a 45% allocation, staff estimated roughly $249 per acre-foot for 2027 (expected to change with the corrected bill), compared to $326 per acre-foot at 45% in 2026. Capital costs are rising due to new bond-funded projects—including Oroville outlet/valve work, San Luis fire system modernization, Yolo Bypass Restoration, and aqueduct subsidence remediation—but reductions in other line items are offsetting those increases for now. Staff expects capital costs to ramp up notably around 2030 as subsidence-related aqueduct work accelerates.
