Staff outlined additional distribution-system PFAS sampling and plans to sample for microplastics at source wells and in the system. They discussed possible desalting and aquifer storage at Armstrong Ranch that could reduce reliance on agricultural groundwater wells. The district is also increasing seawater intrusion monitoring near Reservation Road and Imjin Parkway after observing possible movement of the intrusion front.
The committee approved the September 8 minutes 2–0 and reviewed the draft October 19 board agenda. Staff reported bills about a week late and an average $13 adjustment for two months of the July 1 rate increase; late fees for the delayed cycle will not be charged, and payment plans are available. The draft agenda includes a BRAC cleanup presentation with an opportunity for PFAS questions. Draft GSA policies are expected by year-end for later committee review.
Affected CVP deliveries may end around October 27 instead of November 7–8, 11–12 days earlier. Possible reservoir releases could disrupt fall channel maintenance. The board approved a Basin 10 turnout notice of award. Staff also discussed the KSJRA management-fee calculation, FEMA appeals and preparations for a possible high-water year.
The State Water Resources Control Board adopted Proposition 4 stormwater grant guidelines, reviewed salinity risks in 25 Central Valley areas and 2025 recycled-water results, and workshopped a draft drinking-water fund plan. Staff projected a SAFER-wide funding gap exceeding $1 billion over three years. The draft proposes reserving $61.6 million for future project demand; no fund-plan vote was taken.
At its October 6 meeting, Oakdale Irrigation District heard public comments on regional water supply and farm-water outreach, then recessed ahead of a scheduled labor-negotiations closed session. The agenda included a Proposition 218 hearing on proposed Improvement District 48 rates for 2027–2031, FY 2027 budget and agricultural water rate discussions, and possible canal-project awards involving proposed 2026 budget increases totaling $4.45 million.
