The board took no position on Proposition 45. It deferred the climate adaptation Administrative Code amendment to January 2027. The board approved a $42.7M contract for Colorado River Aqueduct pumping plant piping rehab and a $172.8M Sepulveda Pump Stations Phase 2B agreement increase.
The board approved a new Large Load Tariff requiring data centers and similar high-load users to cover their own infrastructure costs rather than shifting them to existing ratepayers. Take-or-pay relief periods were approved for fall 2026, allowing growers to return up to 7% of their apportionment without penalty during the last two weeks of September through December. The board also adopted the 2026 Water Conservation Plan for submission to the U.S. Bureau of Reclamation.
Board gave closed-session direction (5-1) for staff to take steps to participate at 1% in Delta Conveyance Project planning costs. The board approved the 2027 budget ($16.35M revenue; $16.35M expenses), including a $500K increase to special legal/engineering tied to an October 2027 trial. Staff reported end-of-August storage accounts were near zero as tighter day-to-day water management kept operations on track.
The board adopted a sole source resolution to proceed with Ornado on the Teichert Pump intake pipe repair on a time-and-materials basis ($94,300 proposal), with one member recused. Staff said a Cosumnes Subbasin GSP amendment draft is expected in October, with GSA approvals aimed for December ahead of a January deadline. The LAFCO MSR for a potential SOI expansion is open for comment through Oct. 2.
Directors reviewed Ends Policies and flagged gaps around priority, affordability, and beneficiary language. The facilitator plans one-on-one director interviews ahead of the Oct. 23 work plan session, where the board is expected to work on aligning Ends Policies with the 2026-27 work plan. Directors also discussed possible committee mergers and new focus areas (conservation, climate events, regulatory matters). No votes were taken.
