On March 18, the Water Resources Manager declared an emergency for golden mussel treatment in the Cross Valley Canal (CVC). Golden mussel colonization has spread rapidly and poses a significant threat to water infrastructure—potentially clogging pipes, pumps, and all connected facilities, which could prevent water from moving and disrupt deliveries. The Agency has reached out to consultant Dudek and is awaiting a scope of work (expected by April 6) to design treatment facilities and develop a control plan; all costs will be borne by CVC participants. The Board voted to continue the emergency action, allowing expedited procurement without standard bidding timelines.
