EKI presented proposed subsidence SMCs using observed subsidence (0.5 ft near critical infrastructure; 1 ft elsewhere, relative to Jan 2022) rather than groundwater level proxies. EKI also outlined an approach to request time through 2030 for depletion-based ISW criteria, subject to funding. DWR engagement remains positive, with spring 2026 water levels showing continued improvement.
Consultants presented a proposed subsidence approach using land-sinking rates rather than groundwater level thresholds; they plan to discuss a final Sustainable Management Criteria and revised undesirable results definition in May. Well impact and GDE analyses were presented to address DWR corrective actions. The TACs approved minutes, ratified letters of support, approved Optional Task Order 8 ($50,400), and voted to recommend the FY26–27 budget for Board review.
The 2025 Annual Report is nearing final submission, with member agencies asked to submit comments within the week. A revised well impact analysis suggested limited additional domestic-well risk between minimum thresholds and 2027 interim milestones, while levels are largely stabilized above IMs. Early NDVI screening suggested no major GDE declines; analysis will be refined.
The basin showed improvement in Water Year 2025, with the critical Eastern Principal Aquifer gaining 5,000 acre-feet of storage and remaining ahead of interim milestones. Some wells still exceeded minimum thresholds, but interim milestones were not exceeded in the Eastern Principal Aquifer. Four new well applications were received, and a monitoring well installation project continues progressing through permitting.
The committee approved $77,500 for Optional Task Order 7 for EKI to revise the basin’s subsidence sustainable management criteria and related analysis, better aligning with updated state guidance. They also authorized $128,900 for Optional Task Order 9 to update the groundwater model with post‑2015 data, including refined land use, boundary conditions, and water diversion and extraction inputs.
