1. Board Leadership Election and Internal Governance Changes The Board elected Gail Morton to continue as President and Jan Shriner as Vice President for 2026. Following this, the Board discussed and voted on allegations that Vice President Shriner violated board policy by directing staff rather than going through the General Manager. A motion to find a violation of Board Policy 5 and impose sanctions received three yes votes and two no votes but failed because Board actions of this type require at least four affirmative votes. After that motion failed, the Board approved (3–2) a substitute motion stating that it found no violation of Board Policy 5 and directing staff to organize a board retreat with a professional facilitator.
