1. Urban Water Management Plan Approved — MCWD Shows Robust Supply Portfolio Through 2050 The Board unanimously adopted the 2025 Urban Water Management Plan (Resolution 2026-39), which projects water demands through 2050 based on buildout of all 10 land-use jurisdictions in the service area. The plan shows MCWD has a significant supply cushion — approximately 10,827 acre-feet of excess supply over projected demand — drawn from groundwater, recycled water, desalination, and potential surface water sources. However, consultant Jim Crowley (Sanharrow) noted that groundwater remains the most vulnerable supply source, subject to neighboring basin conditions and future GSA regulations, which is why the district is pursuing diversified alternatives including indirect potable reuse (IPR) and reactivation of the Reservation Road desalination plant.
