1. January Hearing on Kings River Flood Flows A State Water Resources Control Board hearing, moved from December to January 2027, will consider whether to revisit the Kings River’s fully appropriated stream status and the availability of flood flows for water-right applications. Semi Tropic has sought rights to flood flows sent toward the James Bypass. Staff identified FID and two North Fork agencies as applicants concerning those flows. The hearing is a preliminary step, not a decision awarding water rights. Staff expects existing adjudicated non-flood water rights to remain protected while the district considers how to protect its interests in flood flows.
