1. Golden Mussel Treatment Showing Strong Results, but Long-Term Costs Remain a Major Concern The district's copper-based treatment of laterals 4 Left and 7R achieved 100% mussel mortality at all monitoring sites, and staff observed shell degradation that may reduce buildup over time. However, treatment costs ran approximately $130,000 for just two laterals over 30 days, and the district has 64 laterals total. With potential annual treatment costs in the millions, staff said they would return at a future meeting with a comprehensive treatment plan covering which laterals need treatment, how often, and projected costs over 5–10 years. The district is pursuing Prop 4 and REPI grant funding but no awards have been received yet.
