1. Groundwater fees are now official — but at roughly 55% below the maximum authorized rates for the first year. The board unanimously adopted a resolution setting FY 2026-27 Groundwater Sustainability Fee rates and authorizing their placement on property tax bills. A $750,000 contribution from the GSA fund balance (on top of a $500,000 county contribution already baked into the fee study) drove rates down to approximately 45% of the maximum levels approved last December. The agricultural combined rate lands at $44.44 (base + additional components) (max was $98.74), the self-supplied flat rate is $28.17/parcel (max $62.58), and the public water system rate is $58.47/acre-foot (max $129.80). First installments are due December 2026; second installments in April 2027.
