1. Meter-registration penalties deferred The board voted not to assess penalties at this time for meters registered after the October 1, 2026 deadline or still unregistered. Staff’s updated working count was about 130 registrations among 158 wells requiring meters, leaving roughly 28 outstanding. Staff is still reconciling well records and which GSA is responsible for certain wells. The board plans to revisit penalties at its next meeting; the registration requirement remains in place.
