1. Committee Directs Staff to Price FY 2028 Budget Components The Committee directed staff to price proposed budget components for Fiscal Year 2028 (March 2027–February 2028). One proposal would place the Northern Committee’s existing one-seventh share of the Delta-Mendota Subbasin JPA budget in the Northern budget as a single line item, simplifying budgeting and invoicing if adopted. The proposed components exclude a separate annual-report data-coordination item because that work is covered at the JPA level. They include an operational reserve equal to 20% of the operating budget. Staff will budget for monthly Committee meetings, with the option to cancel meetings when there is insufficient business. The Committee did not vote to adopt the components or a budget.
