DWR Engagement on Subsidence and GSP Monitoring General Resource Manager Doug Welch reported on a meeting with the Department of Water Resources regarding the district's Groundwater Sustainability Plan. DWR raised concerns that the district's subsidence monitoring triggers are reactive rather than proactive and pushed for continuous monitoring at critical sites. Welch noted that the Central Valley's subsidence record in the district's area spans only about 20 years—compared to 40+ years in areas to the south (e.g., Tulare)—which limits the accuracy of projections. The district already has nested wells (roughly 14, at 600 feet deep) with monitoring at 200-foot intervals, and some are equipped for continuous 15-minute data collection. It remains to be seen whether DWR will maintain its current evaluation stance on the GSP.
