1. Groundwater Level Targets Updated — Basin Will Aim to Maintain Historical Averages The Board approved amendments to the Groundwater Level Measurable Objectives (MOs) and Interim Milestones (IMs). MOs are now set to the average groundwater level at each monitoring well from October 2015 through September 2025, replacing the old method that projected levels based on downward trends that don't actually exist in this subbasin. Interim Milestones are set equal to the MOs. Staff emphasized that the basin is in good condition with no overdraft, and the goal is simply to maintain current, stable groundwater levels. Domestic wells remain protected under the previously approved Minimum Thresholds.
