1. Vandalia is arguing its wellfield pumping is surface water, not groundwater — and the outcome could affect whether the District is billed for reported pumping under the probation/interim-plan process. The District submitted detailed reports to the State Water Resources Control Board demonstrating that water pumped from its wellfield is temporarily stored surface water, not native groundwater. A 90-day running balance shows water put into the wellfield from the river always equals or exceeds what is pumped out. If the State Board accepts this argument, Vandalia's reported pumping could result in a zero invoice for groundwater extraction fees. No invoices have been issued to any GSA in the Tule Subbasin yet, but the State Board had planned to begin billing in July 2026.
