1. Groundwater Extraction Fee Implementation Underway The WMA GSA's groundwater extraction fee has been successfully implemented through two mechanisms: the county tax roll (approximately $275,000) and direct bills to member agencies and small water systems (approximately $88,000). Tax bills have been distributed to property owners, with initial payments expected in December 2025 through January 2026. The board approved a formal appeals process for property owners who believe their extraction fee was incorrectly assessed, though appeals can only be filed after the tax bill has been paid in full.
