1. Emergency Ordinance Moving to a Single Invoice System The board approved switching from a two-invoice billing system to a single invoice for the emergency ordinance. Previously, growers received a first invoice to confirm whether they wanted the tiered water allocation in their accounts, followed by a second invoice at year-end. Since over 95% of landowners opt in, the new system assumes everyone wants tiered water by default—if you don't want it, it can be removed later. This change reduces administrative burden and aligns Mid-Kaweah with the other two Kaweah Subbasin GSAs, which already use a single invoice. Staff plans to release YouTube videos and online resources to help growers understand how to calculate their allocations and credits under the new process.
