Garvey Reservoir Rehabilitation Contract Awarded ($115.6M) The committee approved a recommendation to the Board for a major construction contract to replace the damaged floating cover and liner at Garvey Reservoir, which has been out of service since March 2025 due to an irreparable 200-foot tear. The reservoir provides critical hydraulic flexibility to Metropolitan's central pool distribution system, acting as a common relief valve. Without it operational, system operators face significantly more challenging flow management and would be unable to implement two key drought response actions: minimizing State Water Project flows into the central pool and operating the Greg Avenue pump station to move Colorado River water into the Jensen service area. The project is expected to be completed by summer 2028, and staff said the new cover material has a typical service life of about 20–25 years.
