1. Agreement Approved for Temporary Stormwater Discharge — Supports Tara Park School Site Drainage Planning The board approved an agreement between SSJID and the City of Manteca that provides temporary emergency stormwater discharge into SSJID's French Camp Outlet Canal (FCOC) system. This arrangement also reserves 16 acre-feet per year for the Manteca Unified School District's Tara Park school site, giving the school district drainage assurance intended to help it pursue funding and advance project planning. The temporary city discharge covers this coming winter season with options for two additional seasons (three total), contingent on the city's continued progress on FCOC master planning and its permanent San Joaquin River outfall project expected in 2028–2029. The combined annual cost to the city and school district is approximately $12,000, based on standard in-district maintenance rates plus an out-of-district component.
