The board approved a proposal from Provost & Pritchard (PMP) to conduct Phase 1 of a Groundwater Allocation Options Analysis. This is the first concrete step toward developing a demand management policy that will eventually govern how groundwater is allocated to landowners across the non-districted area. Phase 1 will identify a wide range of allocation policy options—including how native yield is split among land use types (irrigated ag, rangeland, urban), carryover water rules, and groundwater transfer policies—with a draft report expected in 10–14 weeks. No policies will be selected or adopted in this phase; that will come in Phase 2, which will include stakeholder outreach and public input opportunities.
