1. The State Water Board Could Impose Pumping Moratoriums as Early as April 2027 The state presented its interim plan for the Tulare Lake Subbasin, starting with the Tule Sub-basin. Phase one proposes a two-mile pumping moratorium on either side of the “Friant Kern” canal/corridor (as referenced in discussion) — including recharge water extraction — and phase two targets pumping restrictions around domestic and supply wells deemed at risk of going dry. The state has scheduled a draft interim plan for January 2027 with a board hearing for adoption in April 2027.
