1. New Groundwater Sustainability Fee Announced (Postcards Sent) — Action Required by July 10 Napa County has mailed approximately 2,600 postcards to groundwater users in the Napa Valley sub basin informing them of a new annual fee. The fee applies to three user groups — agriculture, public water systems, and self-supplied (domestic) users — each with a different rate. Growers must contact staff by July 10 if they are dry farming, have removed vines, get a majority of irrigation water from alternative sources (recycled water, surface diversions), or if their well is outside the sub basin. Dry-farmed acres pay only the base rate (~$32/planted acre) versus ~$99/irrigated acre. Fee waivers are available for those whose income does not exceed 80% of area median income. Two public virtual workshops will be held: Wednesday, June 17 (3:00–4:30 PM) and Wednesday, July 1 (5:30–7:00 PM). Registration links and detailed FAQs are at napacounty.gov/3983.
