1. Copper Cove tertiary treatment: design is nearly complete, but the cost estimate could affect bidding. Staff were working through a third revision of the 100% design submission for the U.S. Army Corps of Engineers. The Corps’ estimate was about 50% higher than the district’s. Staff identified apparent quantity and scope problems involving filter bays, electrical panels, and demolition, and expected a revised estimate later that week. If the estimate remains above the roughly $13 million available, accessing an additional $3.1 million intended for a later phase would require a letter-report process estimated to take about six months. Staff hoped to bid in early 2027 and begin construction around April, provided the funding issue can be resolved.
2. A possible spillway change could add wastewater storage capacity. Staff met with the Division of Safety of Dams about possibly raising the spillway at a Copper Cove wastewater reservoir by one foot. Consultant Wegner Bonsignor was preparing seismic calculations needed to justify the change. The reservoir was very low, and staff expected the new tertiary treatment facilities to improve water management there. No spillway change was approved at the meeting.
