1. Staff Recommends $103,510 Fremont Paving Reimbursement Fremont paving project 8234-Y required adjustments to 50 valve boxes and replacement of 49 across streets including Alvarado Boulevard, Fremont Boulevard, Paseo Padre Parkway, Auto Mall Parkway, Mission Boulevard and East Warren Avenue. The $103,510 total includes a 10% city administrative charge. Work was completed in May 2026, and District staff verified the valve work. Staff recommended bringing the reimbursement to the Board for approval at its November 12, 2026 meeting. The amount exceeded the general manager’s approval authority. It is the first city paving project to exceed $100,000 in District water-infrastructure adjustment costs. Staff will also explore agreements with the cities governing future paving reimbursements.
