1. Five-Year GSP Periodic Evaluation Is the Biggest Budget Item Next Year — and It's Mandatory The SABGSA is required to submit a comprehensive five-year periodic evaluation of its Groundwater Sustainability Plan (GSP) to the Department of Water Resources by January 2027. This evaluation goes well beyond the annual report — it assesses overall progress toward sustainability, reviews corrective actions from the state, and evaluates whether the GSP needs amendments. The board reviewed a $120,000 budget allocation for this report; a GSI proposal is expected at the June meeting for approval. Work is expected to begin in July 2026 and board approval is targeted for November 2026.
