Annexation Process Delayed Due to Legal Complaint The annexation effort with Russian River Flood Control has encountered new complications. LAFCO issued a notice of incomplete application with several questions requiring responses, and more critically, a complaint has been filed against the negative declaration for the project. This complaint will require additional legal work and costs (amount not yet determined) and could delay the entire annexation process. The district hopes this won't postpone providing a more secure water source to Redwood Valley, but staff won't be able to make significant progress until after the holidays.
