1. San Luis Reservoir Likely to Fill This Winter — Water User Carryover at Risk DWR's latest position analysis projects up to a 93% chance San Luis Reservoir fills by February 2027. If the reservoir is full at the turn of the calendar year, any 2026 carryover supplies are immediately at risk of being lost. The district urged growers who hold carryover water to begin submitting recharge requests promptly rather than waiting. A fuller discussion on carryover policy for the 2026–2027 transition is expected at the October board meeting. Current water user carryover is estimated at the maximum 10,000 acre-feet under the 5% Table A restriction, with district carryover at roughly 6,500 acre-feet.
