1. Committee Recommends Regional Water Planning Forum Concept The Planning Committee voted to recommend that the Board of Directors ask the Board of Supervisors to adopt the Integrated Water Development Planning Forum concept and establish an ad hoc committee. The proposed committee would serve as a sounding board for County and Agency staff during development, not govern the forum. Potential partners—including the City of Salinas, Salinas Valley Basin GSA, Monterey One Water and Castroville Community Services District—could help inventory water needs, prioritize projects and coordinate advocacy for state and federal funding. Agency staff cited the San Joaquin Valley Blueprint as inspiration while emphasizing that prospective partners would help shape the forum.
