Instead of being restricted to negative 2,000 cfs Old Middle River flows as in previous years under biological opinions, operations maintained negative 5,000 cfs standards, allowing an additional 40,000 acre-feet of CVP exports (75,000 acre-feet combined with state) during the two-week first flush period. The district now defaults to the less restrictive end of operational ranges with Bureau of Reclamation maintaining control, representing a substantial shift from past restrictions.
