Staff recommends reducing groundwater allocation to 1.2 acre-feet per acre for 2026 - This is a total gross pumping allocation and a reduction from the current framework which uses a different method, which includes 0.75 AF/ac transitional groundwater and a preset 30-year precipitation credit of ~0.71 AF/ac. The recommendation eliminates transitional credits and ends the preset rain credit; instead, actual in-year rainfall will be subtracted from ET in the accounting. Staff explained, practically all of the changes equate to about a 0.2 acre-feet decrease in total allocation. Updated modeling indicates that even at 1.2 AF/ac, approximately one-third of the district would still trigger minimum-threshold violations by 2040. The GPC will consider this recommendation and decide whether to forward it to the Board—targeting action at the November 25, 2025 meeting—so it can be implemented for the 2026 calendar year (January 1 start).
