The idea: receive surplus State Water Project (SWP) or Central Valley Project (CVP) water during wet/average years, recharge it locally, and return a portion to the partner in dry years. The "leave-behind" volume—water that stays permanently in the sub-basin—is the core benefit to local growers and SGMA compliance. Staff indicated the potential volumes are "larger than imagined" and encouraging enough to warrant continued study.
