The Revised OPV Allocation Ordinance Is Still Being Negotiated — Growers Should Weigh In Now The updated ordinance governing allocations for the Oxnard and Pleasant Valley (OPV) groundwater basins was presented again for informational purposes only and was not adopted. Executive Officer John Demers reported that key issues remain unresolved, including how the "in-lieu delivery adjustment" will be calculated (with real-number examples still being developed), what "available" means when referring to substitute (non-groundwater) water, and whether Federal Reserved water rights for Naval Base Ventura County need to be referenced. Chair West emphasized that this is the public's window to comment — the draft is being circulated well in advance of any adoption hearing specifically so stakeholders can provide input, and late complaints about insufficient review time will not be well received.
