1. Demand Management Program Development Is Moving Fast — Water Accounting Statements Were Discussed as a Potential Outreach Tool The GSA's consulting team (Davids Engineering and ERA Economics) presented extensive data on a "net groundwater impact" framework that calculates whether each parcel is a net contributor to or extractor from the groundwater system. The approach uses satellite-based evapotranspiration data (OpenET), precipitation, applied surface water, and runoff estimates. Draft individual water accounting statements — similar to those being sent to landowners in the neighboring Colusa subbasin — were discussed as a potential tool for grower outreach in the Corning subbasin. These statements are informational and non-binding, intended to start a conversation and invite corrections from landowners who know their operations best.
