The state's initial position was a full moratorium — defined as zero pumping — within a yet-to-be-determined zone (discussion ranged from one to three miles) along the canal. After a caucus, state staff softened their stance and indicated they would consider an alternative plan from the GSAs if it credibly addresses subsidence. PID GSA and the Tule Sub-Basin are now working aggressively with consultants and Friant Water Authority to develop that alternative before the state releases its draft interim plan in January, with potential adoption by April 2027.
