1. Summer Water Proration Letter Issued — Buena Vista, Stine, Farmers, and State Ground Estimates Provided The 2026 proration letter was mailed to all water users. The April–July Kern River runoff forecast is only 61% of average, and snowpack is essentially gone after a record-warm March that triggered early melt. Estimated prorations per acre are: Buena Vista 1.08 AF (0.97 utility + 0.11 state), Stine 1.08 AF (1.00 + 0.08), Farmers 1.35 AF (all utility), State West of 99 1.08 AF (all state), and State East of 99 0.27 AF (all state). Water deliveries from BV, Stine, and Farmers canals started this week to draw down storage that is very close to caps; service is expected (based on historical demand curves) to run through July and into mid-August depending on the system. Kern Island and Eastside utility ground are not expected to be prorated, though waiting lists may occur.
