1. Voluntary Land Repurposing Program (VLRP) Takes Shape — Growers Should Expect Outreach This Summer Staff presented a new Voluntary Land Repurposing Program designed to pay landowners who agree to a 20-year irrigation restriction on enrolled acres. Compensation would be tiered based on how much a parcel contributes to sustainability goals (subsidence reduction, recharge potential, high pumping areas, etc.). Staff plans to hold at least two landowner outreach meetings in July or August to present the program structure and gather grower feedback, with a goal of having a final draft ready for Board approval this fall. The Board approved retaining Highland Economics ($40,000, funded by the existing MLRP grant — not GSA funds) to develop the defensible compensation methodology underpinning payout values.
