SGMA Cost Sharing Structure Under Review: The Kern Groundwater Subbasin is considering changing from the current 1-out-of-22 equal cost sharing to a new "pool" structure based on developed acreage. Under the proposed system, Cawelo would fall into Pool 3 and see costs increase by approximately $3,500, raising concerns about fairness since Pool 3 and 4 members would pay more per developed acre than larger GSAs.
Delta Conveyance Project Participation Reduced: The board directed staff to reduce Cawelo's participation in the Delta Conveyance Project from 20% down to 1%, or participate within the Municipal & Industrial category if possible. At current cost estimates of $875 per acre-foot, the DCP would result in a blended water rate of over $325 per acre-foot when combined with normal State Water Project costs.
