Staff reported that finalized scopes and budgets were received this week for the coordinated, single Groundwater Sustainability Plan (GSP) effort across the Tule Subbasin through the end of 2026. Consultant costs are split among six firms (Four Creeks ~$430K, EKI ~$454K, Ludorff ~$168K, Thomas Harder ~$167K, Geosyntech ~$165K, and Tess Dunham ~$52K). If one or more GSAs decline to participate, PID GSA's share would increase (staff estimated it could go up roughly 12–15%, depending on participation). At least one GSA south of PID has not yet agreed to participate. A cost-share agreement will be brought to the Stakeholder Committee and then back to the Board.
