CVP South-of-Delta Ag Allocation Increased to 25% (Reclamation +5%) — Still Far Below State Water Project During the meeting, the Bureau of Reclamation announced a 5% increase to the Central Valley Project south-of-delta agricultural allocation, bringing it from 20% to 25%. This remains dramatically lower than the State Water Project's 45% allocation. General Manager Allison Febbo explained the gap is driven by cold-water pool management at Shasta Reservoir (holding ~200,000 acre-feet more than prior years under the 2024 biological opinion), near-record-low snowpack causing high river depletions, and the Sacramento Valley index shifting from below-normal to above-normal on the May 10 forecast — which locked in higher delta outflow requirements costing roughly 150,000 acre-feet statewide. Staff continues to advocate for additional increases and noted that every day at a low allocation means more groundwater pumping that depletes credits stored for future drought years.
