Westside Water District has been requesting a full-time, permanent seat on the CGA board since November 2025—currently, Westside and Maxwell Irrigation District share a single rotating seat. The board voted 5-5 on a resolution (2026-01, with a provision for adding a third private pumper removed) to recommend amending the Joint Powers Agreement to give both districts permanent seats. Because the motion failed to achieve a simple majority, it did not pass. Chair Jim Wallace indicated he supports Westside's inclusion but wants any board expansion to also address private groundwater pumper representation at the same time, ensuring balanced changes to board composition.
