1. New Water Waste Penalty Structure Adopted — Fines Jump Significantly The board adopted Ordinance No. 83, which sharply increases penalties for wasteful water use. First violations rise from $50 to $100, second violations jump from $100 to $500, and third violations leap from $250 to $1,000. Staff noted that first-penalty waivers are now formalized — customers who repair the issue or participate in a rebate program may request to have the initial fine waived under the ordinance process. Over the past year, only two second penalties and zero third penalties were issued, but the steeper structure is designed to drive faster compliance. The ordinance includes proposed enforcement updates, including potential use of AMI (smart meter) data to support investigations; staff also described AMI network programming/testing and development of a customer-facing portal.
