Teichert Pump Repair Approved via Sole Source Resolution — Time-and-Materials; Proposal Priced at $94,300 The board adopted a sole source resolution authorizing Ornado (a contractor with experience on similar projects in neighboring water districts) to proceed on a time-and-materials basis for the Teichert Pump intake pipe repair (proposal priced at $94,300). The Teichert Pump is the primary pump used for groundwater recharge operations. A section of the 42-inch intake pipe collapsed last year, and roughly five feet of pipe must be cut out and then slip-lined with a 36-inch HDPE pipe, grouted in place, and the bank re-armored with riprap. Because the work is time-and-materials, the final cost could come in lower or higher than the proposal price depending on field conditions. One board member recused himself from the vote due to the pump being located on his property. The work must be completed before fall rains arrive — the target is no later than mid-October — which was the basis for sole sourcing rather than a 30-day competitive bid process. A temporary debris screen will be installed at the intake; a permanent, electrically driven fish screen will be pursued separately, potentially next season, with the district seeking outside funding.
