The board unanimously approved a contract with EKI Environment & Water to provide independent engineering review of the Tulare Lake Sub-Basin groundwater model currently being updated by Ludorf & Scalmanini. EKI's principal, Wes Henson, helped develop the original MODFLOW software at the USGS and will advocate for South Fork Kings' interests in how the model represents aquifer zones and allocation concepts (including A/B/C zone separation where feasible given data), recharge areas, and sustainable yield. Board members and the grower committee stressed this is "probably the most important hire" the GSA is making — the current model is believed to undercount the GSA's water bank, and EKI will push for proper data, separate aquifer-zone accounting, and outputs that actually serve local needs.
