Joint Powers Authority (JPA) Formation Nearly Complete: 21 out of 23 Groundwater Sustainability Agencies (GSAs) have committed to adopting the JPA agreement by their November meetings, representing significant progress toward establishing independent governance for the subbasin. This transition will eventually allow the subbasin to operate independently from the San Luis & Delta-Mendota Water Authority for financial and administrative functions.
2026 Implementation Requirements Approaching: Starting January 2026, all groundwater wells must be registered and metered, with actual pumping reduction requirements beginning that year. GSAs are reminded this represents the transition from planning to active implementation of Pumping Reduction Plans (PRPs), requiring increased monitoring and compliance efforts from growers.
