1. Construction bids for the MAGSA Expansion Project came in within budget range. After a revised bidding process, the agency received bids from eight contractors. The apparent low bids break down as follows: Laurel AG at roughly $13.5 million for pump structures and road crossings (Part A), Cal Valley at roughly $8.5 million for canal earthwork and turnouts (Part B), and W.M. Lyles at approximately $22.8 million for the combined project (Part C). Splitting the work between the apparent low bidders for Parts A and B would total about $22.1 million — roughly $600,000 less than awarding the entire project to one contractor (subject to bid qualification and the 5-day protest period). Staff indicated these numbers fall within the targeted budget range under the Proposition 218 assessment, which was a significant improvement from where estimates stood a month ago.
