Lyles at approximately $22.8 million for the combined project (Part C). Splitting the work between the apparent low bidders for Parts A and B would total about $22.1 million — roughly $600,000 less than awarding the entire project to one contractor (subject to bid qualification and the 5-day protest period). Staff indicated these numbers fall within the targeted budget range under the Proposition 218 assessment, which was a significant improvement from where estimates stood a month ago.
