1. Groundwater Extraction Fee of $168/Acre-Foot Adopted for FY 2026/2027 The Board approved Resolution 2026-01 (5-0, 2 absent), establishing a groundwater extraction fee of $168 per acre-foot for the period July 1, 2026 through June 30, 2027. This fee applies to all persons extracting groundwater from the Upper Ventura River Valley Basin, except de minimis extractors (2 acre-feet or less per year). Member agency fees are based on the average of 2023–2025 calendar year extractions, while private well owners will be billed semi-annually on metered extractions.
