1. Major County Road Paving Project Will Impact Water Infrastructure and Create Significant Costs (July 2027)
Mendocino County Department of Transportation will excavate 6 inches and repave multiple roads in Redwood Valley including West Road, Road I, Colony Drive, Road D, Road B, Road A, School Way, Tomkai, and Laughlin starting July 2027. The district expects to adjust valve cans and other access covers at intersections and AG meter locations at its own expense, with three options: enter a Joint Powers Agreement with the county's contractor, pay the county's contractor directly, or adjust everything after paving is complete. Following completion, the county will impose a five-year moratorium on encroachment permits, meaning no breaking of asphalt except for emergencies. General Manager Walker indicated this represents a substantial unforeseen expense for Redwood Valley, with concerns about lack of contractor selection and potential costs (previous similar work on Ackerman Bridge cost approximately $600,000-$700,000 for a quarter mile).
