1. Capacity Fee Ordinance Re-Established for Zone 6 New Connections
The Board approved Ordinance 67, establishing a $12,327 capacity fee per equivalent dwelling unit (EDU) for new water connections in Zone 6. This fee replaces Ordinance 66, which was repealed due to notification issues with the Building Industry Association. The fee ensures new development pays its proportionate share of major water supply expansion costs, preventing existing customers from subsidizing growth. The fee will be indexed annually to the San Francisco Bay Area CPI each July 1st, with an effective date of February 17, 2026.
