1. Board Approved Scope of Work to Integrate Demand Management into Technical Review Process
The Board unanimously approved a scope of work to develop a demand management framework specifically for the Arroyo Seco Cone Management Area. General Manager Curtis Weeks emphasized that unlike other areas in the Salinas Valley, the Forebay and Upper Valley show surprisingly weak correlation between groundwater pumping and water level declines—highlighting uncertainty about how effective pumping reductions would be as a management tool here. The work will focus on integrating the technical advisory committee's (SMC-TAC) existing procedures with any demand management approach, ensuring it's tailored to local conditions rather than applying a one-size-fits-all valley-wide policy.
